Cipsa Bill from Planet of the Apes
Even though it's just a repainted Alan Verdon, Cipsa most likely made the name change to reflect the "Return to the Planet of the Apes" cartoon series airing at the time. Bill comes with a rifle, which he didn't use on the series.
Bill is doing the big mistake in any Planet of the Ape film, he visited a corn field.
